  • 1/2 cup water

Instructions

  1. In a large bowl, mix the ground mackerel fish, tapioca flour, eggs, minced garlic, salt, sugar, and ground white pepper.
  2. Add water gradually and continue mixing until the mixture becomes smooth and well combined.
  3. Shape the mixture into small round cakes and flatten them slightly.
  4. Heat oil in a pan over medium heat and fry the fish cakes until golden brown and cooked through.
  5. Remove the fish cakes from the pan and drain on paper towels to remove excess oil.
