Ingredients
- 1 cup all-purpose flour

Instructions
- Preheat the oven to 350°F (175°C) and line a muffin tin with cupcake liners.
- In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
- Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients and mix until well combined.
- Stir in the boiling water until the batter is smooth.
- Fill each cupcake liner 2/3 full with the batter and bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
- While the cupcakes are baking, prepare the coconut-pecan topping by combining the sweetened shredded coconut, chopped pecans, evaporated milk, brown sugar, unsalted butter, and vanilla extract in a saucepan over medium heat. Cook and stir until thickened, about 5-7 minutes.
