Ingredients
- 4 whole fish fillets

- 4 cloves garlic, minced

- 1 tbsp soy sauce

- 1/2 tsp black pepper
- 1/4 cup water
Instructions
- Prepare the steamer by bringing water to a boil.
- Place the fish fillets on a heatproof plate and top with the fresh herbs and minced garlic.
- In a small bowl, mix together the fish sauce, soy sauce, sugar, black pepper, and water. Pour this mixture over the fish and herbs.
- Once the water in the steamer is boiling, carefully place the plate of fish inside, cover, and steam for 15-20 minutes, or until the fish is cooked through.
- Serve the herb-infused steamed fish hot with steamed rice.
