Ingredients

Instructions

  3. In a small bowl, mix together the fish sauce, soy sauce, sugar, black pepper, and water. Pour this mixture over the fish and herbs.
  4. Once the water in the steamer is boiling, carefully place the plate of fish inside, cover, and steam for 15-20 minutes, or until the fish is cooked through.
  5. Serve the herb-infused steamed fish hot with steamed rice.
