Stuffed Cabbage Rolls (Kələm Dolmasi)

Ingredients
- 1 large head of cabbage
- 1 cup rice
- 1 lb ground beef
- 1 onion, finely chopped
- 1 teaspoon salt
- 1/2 teaspoon black pepper
- 1/4 cup tomato paste
- 2 cups beef or vegetable broth
Instructions
- Boil the whole head of cabbage in a large pot of water for 5 minutes, then carefully remove the leaves and set aside.
- In a bowl, mix the rice, ground beef, onion, salt, and black pepper.
- Place a spoonful of the filling onto each cabbage leaf, then roll them up and secure with toothpicks.
- In a large pot, spread a layer of cabbage leaves on the bottom, then arrange the stuffed cabbage rolls on top.
- Mix the tomato paste with the broth and pour over the cabbage rolls.
- Cover and simmer on low heat for 1 hour, or until the cabbage and filling are tender.
- Serve the Kələm Dolmasi hot, with a dollop of sour cream if desired.
